Job Description:

Key Role Description

Follows I&E Turnaround work from conception to completion providing design assistance where required and developing construction estimates, material lists, and engineering and construction schedules reflecting where each project stands at any given point. Contributes to the delivery and maintenance of standard, consistent, and realistic project plans accurately reflecting the assessed risk parameters for Turnaround projects.

Role Specific Competencies

At Monroe, we have identified nine specific competencies we expect all employees of our organization to possess. These competencies are incorporated as a part of our Selection, Performance Management/Review and Developmental processes. The competencies and activities for this role are detailed below:

Technical Knowledge - demonstrates the specific skills necessary for the assignments, understands the background and points of leverage to be effective in the role.

* Develops scope from the different groups in the refinery, builds a work list and job plan (Primavera) to be executed by the Monroe and Contractors for T/A’s.
* Builds a budget through man loading and cost analysis of T/A.
* Produces material lists from the work list for T/A’s and ensures work order creation through.
* Oversees I&E schedules and budgets and integrates them into the Master TA plan.
* Develops work scope for bid packages to be bid on by contractors.
* Oversees construction activities and updates work tracking and progress for turnaround schedules. Tracks and estimates all field change orders during the T/A’s.
* Tracks I&E Work requiring a TA through the phases of the turnaround, including project work.
* Maintains and publishes a log of I&E WSCA listing the current status of each.
* Updates Primavera with the scheduler and meets with mechanical CAs regularly to update the priority, assignments and status of each job.

Knowledge of Work Areas and Responsibilities - demonstrates a clear understanding of role and responsibilities within specific area, flexible and agile in adapting to changes or exploring opportunities and challenges.
* Develops conceptual estimates and schedules when requested.
* Develops detailed bottoms-up estimates and plans for each turnaround.
* Oversee all construction activities during pre-TA, TA execution and post-TA for assigned areas of responsibility.
* Estimates and requisitions materials required for construction.
* Works with TA Lead to generate contract requests and follows contracts to completion for TA’s and outages.
* Works with Maintenance Cost Analyst to create Work Orders to Organize and Track Work.
* Works with mechanical CAs and Procurement to develop bid packages for contractors and provides assistance in evaluating bids.
* Develops and Maintains Construction Schedules.
* Oversee construction activities and update construction schedules. Provide feedback to schedulers on changes to work scope, progress of activities and links to other work.
* Develops bid packages for both offsite fabrications and field construction activities.

Communications - Verbal and Written - includes written and verbal communications, delivers presentations and has good listening skills.
* Maintains information on shared drives and the refinery Intranet.

Experience and Skills

Education, Experience, and Skill Requirements

Minimum Qualifications:
* Minimum of 5 years Project Management experience in high-risk industry such as refining, petrochemical, or chemical processing.
* High School Diploma required; BS or Associates Degree preferred
* Proficient with Microsoft Word, Outlook, and Excel. Knowledge of Primavera P6 and Maximo to achieve coordination with various work groups including Routine Maintenance, schedulers, cost engineers.
* Demonstrated proficiency in all of Role Specific Competencies.
