Job Description:

Key Role Description

Responsible for the RFX process; including negotiation and drafting of contracts, as well as the development of required plans for communicating, implementing and managing all strategic agreements. The Sourcing Specialist utilizes internal demand data to identify opportunities for leveraging company spend and optimizes related sourcing activities to lower Monroe’s Total Cost of Ownership. Forms and leads cross-functional teams to assure stakeholder input and uptake are achieved for all strategic sourcing activities.

Role Specific Competencies

At Monroe, we have identified eleven specific competencies we expect all leaders of our organization to possess. These competencies are incorporated as a part of our Selection, Performance Management/Review and Developmental processes. The competencies and activities for this role are detailed below:

Technical Knowledge - demonstrates the specific skills necessary for the assignments, understands the background and points of leverage to be effective in the role.
* Provides management and sourcing expertise for assigned categories of spend.
* Establishes appropriate strategies for assigned procurement activities and Strategic Sourcing Initiatives.
* Develops a framework for: Baseline Spend / Demand analysis; Total Cost of Ownership (TCO) and Benchmarking / Should-cost models; and, End-to-End RFI / RFP creation & execution.
* Coordinates RFX Scope development and manages communications to market, evaluation of proposals and award recommendations / notifications for all Strategic Sourcing Initiatives.
* Drives rigorous negotiation of all agreements; including development and implementation of comprehensive Negotiation Strategies for all strategic and preferred supplier contracts.
* Works with stakeholders and other SCM team members to establish performance expectations and develop Supplier / Contractor Scorecards.
* Provides a framework for contract terms, vendor transition and contract implementation planning.
* Drives Supply Market Evaluation and Supplier Segmentation (as appropriate) to establish clear understanding of current and projected future market conditions, in service to the identification and optimization of Strategic Sourcing opportunities.
* Plays a key part in developing annual Contracting, Procurement and Strategy Development plans.
* Supports and/or leads SCM and Refinery Special Projects, as required.

Knowledge of Work Areas and Responsibilities - demonstrates a clear understanding of the role and associated responsibilities within the assigned area(s); remaining flexible and agile in adapting to changes or exploring opportunities and challenges.
* Drives leveraging of spend and consolidation of supply base, as appropriate.
* Develops Key Performance Indicators (KPIs) for both internal SCM and Supplier Performance
* Develops, executes and manages leveraged Master Services & Supply Agreements.
* Shares expertise with others and takes a leadership role in mentoring others.

Experience and Skills

Education, Experience, and Skill Requirements

Minimum Qualifications:
* Bachelor’s Degree in Business, Supply Chain Management, Engineering, or related field
* 10+ years of experience, with in-depth knowledge of legal issues that typically arise during the contracting and/or procurement process. Must be self-sufficient in negotiation of Contract Terms & Conditions, accordingly
* Proficiency with all Microsoft Office Applications
* Demonstrated proficiency in all above-stated Role Specific Competencies
* Familiarity with data extraction techniques; ability to analyze, accurately assess, and report conclusions
Preferred Qualifications:
* Refining, Petrochemical or chemical industry experience
* Prior SCM experience in the Maintenance, IT, HSE, Security and other indirect spend categories
* Knowledge of CMMS, ERP and SCM systems environments (e.g. Maximo, SAP, Ariba)
* Masters Degree in Business, Engineering, or related fields
