Key Role Description

Responsible for all Procurement, Materials Management and Warehouse activities. Directs the procurement of materials, equipment, supplies and related services under the best possible terms, in accordance with company guidelines. Supervises the activities of all Buyers and Materials Management personnel, including the Warehouse Lead. Acts as primary interface with the Supply Chain Leader and Stakeholders, including Refinery/MIPC Leadership, regarding all Procurement, Materials Management and Warehouse related matters.

Role Specific Competencies

Technical Knowledge - demonstrates the specific skills necessary for the assignments, understands the background and points of leverage to be effective in the role.
* Plans, directs and coordinates the activities of all Buyers, Field Materials Coordinators and the Warehouse Lead.
* Supports identification, screening and selection of materials and equipment suppliers, and supports Buyers in determining product availability and terms of purchase, as required.
* Directs Procurement and Sourcing teams, as required, for the research and solicitation of bids and quotes for larger or specialized purchases and/or supports Buyers for same, as required.
* Tracks and reports trends in purchases for all departments, including MIPC.
* Reviews, updates and implements Procurement, Materials Management and Warehouse guidelines, as appropriate. Includes identification and implementation of process improvements for all these areas, where applicable.
* Leads coordination with the Finance and Maintenance Departments in the development and maintenance of processes and procedures that assure Procurement and Materials Management transactions, inclusive of inventory transactions, are executed and recorded properly within company systems, including Maximo, SAP and Ariba platforms, where required.
* Aligns Procurement, Materials Management and Warehouse planning and initiatives with Supply Chain Management strategies and plans in service of department and company goals.

Experience and Skills

Minimum Qualifications
* 10 years of relevant work experience, including responsibilities for Procurement and Materials/Warehouse Management in organizations of varying sizes.
* Strong verbal and written communication skills with a proven record of leadership.
* Sound knowledge of Procurement Terms & Conditions and related negotiations.
* Sounds knowledge of Materials Management and Warehouse best practices.
* Strong organizational and time management skills and adept at multi-tasking. Capable of prioritizing effectively in a complex environment and against varying deadlines.
* Excellent customer service orientation, as well as interpersonal skills required to communicate effectively with suppliers, co-workers, internal & external stakeholders and company leadership.
* Proficient with Microsoft Word, Outlook, and Excel with Knowledge of SAP or other ERP system.
* Bachelor’s Degree in Business, Supply Chain Management or related field.
* Demonstrated proficiency in all Role Specific Competencies.

Preferred Qualifications
* >10 years of relevant experience working in continuous process industry such as Oil & Gas Refining, Petrochemical, or Chemical Processing
* Experience developing and implementing Procurement Strategies and Materials Management & Warehouse workflows and related procedures
* Proven track record as a Change Agent in the aforementioned areas
* Experience working with SAP, Ariba and Maximo systems.
* Risk Management experience
