Key Role Description

 

The Instrument Integrity Lead oversees the classification, documentation, and testing of refinery instrumentation and controls systems necessary to ensure ongoing mechanical integrity and regulatory compliance. The Instrument Integrity Lead seeks to reduce the potential for instrumentation related process safety and environmental incidents, and to improve equipment protection and reliability. Responsibilities include the documentation of regulatory and legal requirements, the development and upkeep of testing procedures, the facilitation of testing execution, and the cataloging of test results. The Instrument Integrity Lead is also responsible for the development and maintenance of the governing procedures and documentation necessary for successful administration of the program.

  • Consults with Reliability Engineering regarding Instrumentation system classification.
  • Coordinates with project Engineering regarding the design and installation of new projects required to close identified deficiencies.
  • Coordinates with Operations Department, Area Learning & Development Coaches and crafts in planning and scheduling of Instrumentation systems testing.
  • Coordinates with Planning and Scheduling Department in planning and scheduling of Instrumentation systems testing.
  • Coordinates with Instrument Maintenance Department and crafts in planning and scheduling of Instrumentation systems testing.
  • Coordinates with outside instrument contractors, giving them work instructions, safety requirements, and procedures.

 

Knowledge of Work Areas and Responsibilities - demonstrates a clear understanding of role and responsibilities within specific area, flexible and agile in adapting to changes or exploring opportunities and challenges.

  • Lead classification analysis of all refinery Instrumentation for coordination throughout refinery processes of Instrumentation related testing and documentation to ensure conformance to Mechanical Integrity program.
  • Create and maintain a database of all Classified Instrumentation systems including SIS, PSM IPLs, regulatory, Monroe induced preventative maintenance, with maximum test interval.
  • Ensure up to date maintenance testing procedures for all classified Instrumentation systems.
  • Ensure up to date testing compliance for all classified Instrumentation systems.
  • Develop and maintain critical Instrument list associated with all classified and Instrumentation and all Instrumentation in the refinery.
  • Manage Safety Instrumented System (SIS) safety design life cycle of identified SIS.
  • Maintain SIL verification documentation of required SIS systems. Initiate and ensure SIL verification of new SIS systems.
  • Initiate and champion projects required for classified instrumentation to rectify identified deficiencies.
  • Work with PSM department to identify and ensure Instrumentation requirements associated with PSM IPLs are properly administered.
  • Work with Charge and Yield engineer to ensure Instrumentation requirements associated with Mass balance and accounting are properly administered.
  • Ensure all testing and documentation requirements associated with Custody Transfer related Instrumentation is administered properly.
  • Coordinates with Planning and Scheduling Department in planning and scheduling of Classified Instrument testing.
  • Enters data from Instrument Shop personnel and/or contractors into the CMMS for reliability analysis of instrumentation issues.
  • Develops, maintains, and communicates Key Performance Indicators for the instrumentation and control system integrity program.

Experience and Skills

Education, Experience, and Skill Requirements

 

Minimum Qualifications:

  • 8-15 years Instrumentation operations experience in a high-risk industry such as refining, petrochemical, or chemical processing.
  • Minimum Associate's degree (A. A.) or equivalent from two-year College or technical school in Instrumentation field. Bachelor’s degree in Engineering or other related field a plus.
  • Demonstrated familiarity with ISA 84 and IEC 61511 codes and standards.
  • Preferred completion of ISA/IEC 61511 Safety Instrumented Systems Certificate Program or related courses.
  • Proficient with Microsoft Word, Outlook, and Excel.
  • Demonstrated proficiency in all of Role Specific Competencies.
