Key Role Description

Leads the site Instrumentation & Electrical (I&E) Reliability Engineering Team to support the daily and long term health and sustainability of the I&E infrastructure, including PLC’s and Analyzers. Identifies, develops, and manages improvement projects and programs and provides engineering services to optimize equipment life and plant profitability.

Role Specific Competencies

Technical Knowledge - demonstrates the specific skills necessary for the assignments, understands the background and points of leverage to be effective in the role.
* Manages resources to ensure the Mechanical Integrity and reliability based performance of the refinery electrical power / distribution systems, process instrumentation, safety instrumented systems, analyzers and programmable logic controllers.
* Builds functional capability into the refinery to improve and sustain reliability through a culture where long term, stable operations is a first priority.
* Ensures engineering designs and Monroe specific procedures are managed to the highest industry standards.
* Manage resources based on priority so that business needs are vetted for safety, environmental, reliability, commercial and sustaining needs.
* Ensures sufficient I&E contribution to the refinery long term plan / Capital and Expense budgets.

Knowledge of Work Areas and Responsibilities - demonstrates a clear understanding of role and responsibilities within specific area, flexible and agile in adapting to changes or exploring opportunities and challenges.
* Champions I&E equipment PM program and CI Testing Procedures & Practices
* Integrates necessary I&E work into scheduled, and unscheduled, TA plans. Work with TA Planning Lead to facilitate development of integrated execution plans that minimize conflict and maximize efficiency.
* Participates in MOC, Pre-job Planning and Safety Reviews for high-risk work activities - Ensures MOC completion for I&E specific projects and temporary power installations
* Supports capital project engineering & design work in accordance with Monroe Engineering Practices and industry guidelines
* Utilizes the Incident Investigation process to maximize learnings from equipment failures and reliability based events
* Achieves safety performance by completing monthly audits of construction and repair activities by identifying hazard and unsafe work, reporting, and correcting.
* Ensures functionality & reliability of refinery UPS systems
* Manages additional contract engineering resources when required

Experience and Skills

Minimum Qualifications:
* 15 years of Reliability, Maintenance and Capital Projects experience in Instrumentation, Electrical, Technical, and Project Management Leadership Functions in a high-risk industry such as refining, power generation, petrochemical, or chemical processing.
* BS degree, Electrical Engineering preferred.
* Proficient with Microsoft Word, Outlook, and Excel.
* Demonstrated proficiency in all of the Role Specific competencies.
