Key Role Description

Leads all Turnaround scope development, planning, scheduling and field execution activities in order to meet refinery long-term plan and operating targets. Improves refinery uptime and consistently promotes reliability improvement efforts. Reduces costs by implementing industry best practices and developing a site Turnaround Process. Chairs site wide Turnaround Steering Committee. Assures that work complies with all applicable safety, engineering, safe work practice standards, laws, and regulations.

Role Specific Competencies

Technical Knowledge - demonstrates the specific skills necessary for the assignments, understands the background and points of leverage to be effective in the role.

  • Overall responsibilities include safe, efficient, environmentally responsible, and cost effective execution turnaround (TA) work activities with budget accountability.
  • Ensures regulatory compliance with local, State and Federal jurisdictions including OSHA, PADEP, and DOT.
  • Facilitates turnaround scope development and risk ranking with all involved departments.
  • Provides expertise and direction to turnaround activities.
  • Achieves high levels of productivity through improved performance; problem solving, training, and effective oversight.
  • Performs investigations and issues reports on near misses, incidents or injuries that occur within the refinery as to their root cause, and how to prevent recurrence.
  • Oversees turnaround planners in the development of blind lists, piping packages, and isolation lists (LOTO). Also updating of confined space plans, P&IDs, and unit operating procedures.
  • Helps prepare the Refinery Turnaround LRP (Long Range Plan), annually to include Turnaround timing, duration and estimate by unit.
  • Coordinates and Maintains the Refinery TA Schedule (Six Year Look-Ahead).
  • Utilizes TA Best Practices and complies with Turnaround Milestones.
  • Ensures that estimated work scope fits within given Turnaround budgets with appropriate cost and schedule contingency.
  • Screens, mentors, and develops Turnaround Contracting Companies.
  • Supports TA development of integrated Turnaround schedules (oil-out to on spec production) accounting for shutdown and start-up durations.
  • Ensures that TA logistics are planned and coordinated (including but not limited to break and lunch areas, busing, food services, security, communication, fuel, lighting, equipment rentals, etc.)
  • Creates a fully integrated Turnaround and project execution organization. Establishes clear expectations of Turnaround and project execution Roles and Responsibilities. Conducts expectation meetings with all TA personnel prior to oil out.
  • Leads turnaround execution; facilitates Turnaround cost and schedule updates. Conducts periodic Steering Team & Refinery Leadership Team member update meetings during active Turnarounds. Issues daily Turnaround updates to Organization.
  • Ensures Turnaround FCO / addendum process is utilized to account for scope growth and changes
  • Works with Maintenance / Process / Technical project teams to optimize reliability and ensure compliance on capital projects.
  • Integrates necessary capital work into TA plans. Develops integrated execution plans that minimize conflict and maximize efficiency. Develops cost, equipment, manpower, and logistic sharing plans.
  • Reviews all manpower head counts. Minimizes the number of on-site contractors needed to meet refinery targets.

Knowledge of Work Areas and Responsibilities - demonstrates a clear understanding of role and responsibilities within specific area, flexible and agile in adapting to changes or exploring opportunities and challenges.

  • Develops, modifies and approves maintenance or safety procedures and training materials individually or as part of a team for use by Operations, Maintenance Mechanics, and Supervisors.
  • Reviews and approves Contractor’s time through the Track software.
  • Prepares and submits Turnaround AFE’s.
  • Working knowledge of Craft Union / Building Trade Agreements.
  • Knows and consistently applies company policies, procedures and the collective bargaining agreement.

Experience and Skills

Education, Experience, and Skill Requirements

Minimum Qualifications:

  • 15 years of proven industry experience in turnarounds, maintenance, capital project construction or repairing complex industrial equipment in a high-risk industry such as refining, petrochemical, or chemical processing.
  • High School Diploma or equivalent experience required; BS Degree in Engineering preferred.
    • Proficient with Microsoft Word, Outlook, and Excel as well as Primavera and CMMS software.
    • Demonstrated proficiency in all of Role Specific Competencies.
