Key Role Description

 Responsible for measurement loss and quality control for all crude, feedstock, and product movements to and from the Trainer Refinery, primarily focusing on Marine Movements, including third party terminals. May assist pipeline and terminal system, including pipeline metering systems, both at Trainer, and MIPC Pipeline.

Role Specific Competencies

Technical Knowledge – demonstrates the specific skills necessary for the assignments, understands the background and points of leverage to be effective in the role.

  • Conducts measurement investigations and files measurement loss claims.
  • Witnesses and oversees the local inspectors to ensure they are utilizing applicable API standard for measurement.  Conducts audits of independent Inspection companies and supervises local inspection companies.
  • Witnesses and oversees the measurement process at third party terminals (including domestic load ports) to ensure accurate quantity and quality measurements are conducted.
  • Research quality issues at load ports utilizing local inspection company laboratories.
  • Interfaces with Refinery and Fuels Team personnel to ensure that all feedstocks are monitored for quality, allowing for sufficient feed-forward planning.
  • Serves as the US Customs - Registered Foreign Trade Zone (FTZ) Meter Expert.
  • In conjunction with the Trainer Laboratory, establishes and enforces criteria for acceptable performance of independent inspection companies including audits.
  • Establishes a collaborative feedback loop with the Fuels Team regarding contractual requirements and non-conformances related to measurement and quality.
  • Actively participates in industry related functions and become a member on various industry standards and quality committees.

Experience and Skills

Education, Experience, and Skill Requirements

  • Minimum five years of experience in marine and/or terminal related experience required with technical knowledge of testing, inspection procedures, and marine operations related to transferring of oil required. Working knowledge of API guidelines for custody measurement; previous field experience with knowledge of terminals and marine vessels required.
  • Proficient with Microsoft Word, Outlook, and Excel, SAP or other ERP system preferred.
  • Demonstrated proficiency in all of Role Specific Competencies.
  • Must obtain and maintain various industry recognized certifications and professional credential requirements for inspection, quality control, and measurement.
